The Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) is a federally funded program that focuses on the need to address emerging infectious disease threats.

The ELC Program offers annual funding, strategic direction, and technical assistance to build core capacities in epidemiology, laboratory, and health information technology activities.

Guam has received ELC Funding to support the activities that protect the public health and safety of our island by enhancing the health departments capacity to effectively detect, respond, prevent, and control known (or unknown) infectious diseases.

ELC maintains a portfolio of projects in varying stages of response such as enhancing detection by improving the infrastructure necessary to support infectious disease testing, and modernizing health information systems for better data collection and reporting.

ELC prioritizes strengthening epidemiologic capacity, enhancing laboratory capacity, and modernizing information systems, within Guam and across the region.
